CPC Urges Essential Community Funding at 8th Annual City Advocacy Day

CPC Urges Essential Community Funding at 8th Annual City Advocacy Day

New York, NY — The Chinese-American Planning Council (CPC), the nation’s largest Asian American social services organization, convened 600 staff, community members, and elected officials at Our Lady of Perpetual Hope in Sunset Park today for CPC’s 8th annual City Advocacy Day to advocate for FY26 budget priorities that address the needs of Asian American, immigrant, and low-income New Yorkers. 

CPC provides wraparound services to over 80,000 New Yorkers annually through a diverse range of over 50 programs, employing and serving community members from all 51 City Council Districts. These services—including emergency food assistance, early childhood education, public benefits and unemployment support, assistance for individuals with disabilities, and programs for older adults—are made possible in part through critical City Council discretionary funding.  

A few of CPC’s priority issues this year include: 

  • Investing $7.5 million in Asian American Pacific Islander (AAPI) communities to address the historical underfunding of AAPI communities across the city. 
  • Promoting Universal access to free, quality, and easy childcare to keep families working and living in New York.  
  • Increasing worker protections and employment security for all New Yorkers through the Secure Jobs Act.  

“From historic underinvestment in AAPI communities, to working families struggling to find affordable child care, to workers losing their jobs without cause or recourse—these are not isolated issues, but systemic inequities that demand action," said Wayne Ho, President and CEO of CPC. “We stand united with our allies and elected partners to champion meaningful investments in AAPI communities, universal access to quality child care, and the passage of the Secure Jobs Act—critical steps to ensure that Asian American, immigrant, and low-income New Yorkers have the resources, stability, and opportunity they need to thrive.”  

“We have been facing budget cuts. Fighting each other instead of building a better world. There is a lot of power that we have together. We are pushing for a better future, fighting for things like childcare for all. Building a better future by advocating together. Over 600 strong out here advocating for a better future for us all Asian Americans. We are 18% of New York City and immigrants are 40% of the community and still growing, that’s a lot of power. We are here today advocating for CPC services to help our daily lives. We are helping each other day by day but we are also building a better future by advocating together,” said Carlyn Cowen, CPC’s Chief Policy & Public Affairs Officer.

During the 8th Annual City Advocacy Day rally, we had staff and community members alongside Council Member Alexa Avilés, Council Member Justin Brannan, Council Member Mercedes Narcisse, Council Member Susan Zhuang, Deputy Borough President of Queens, Ebony Young, and the Office of the Public Advocate speak about the importance of passing an equitable budget this session. CPC is holding legislative meetings with over 15 elected officials this Thursday to advocate on behalf of our communities for a stronger social safety net. 

“We must stand united in support of New York’s most vulnerable communities, including AAPI New Yorkers, as we continue on in this budget process. Our federal administration is lodging daily attacks against the vibrant immigrant neighborhoods like ours, so our City must step in where it can to fill the gaps. I am fighting proudly alongside CPC and other organizations to protect funding for our social services, now and always,” said Council Member Alexa Avilés.

“With about a 150 billion dollar budget, the City Council will fight for the boroughs to get what they need from childcare to senior care, especially our immigrant communities. We have your back. We have to look out for each other. With the threat coming from Washington, we need to stand together for the next four  years. When we go into those rooms to negotiate budgets,  I will remember all of your faces. On behalf of the City Council, we have your back and we will fight like hell. Not only survive, but thrive for the next four  years. You keep us strong, you keep us fighting,” said Council Member Justin Brannan.

“As an immigrant who arrived in this country not speaking English, I understand the challenges that this in our AAPI immigrant communities face every day. New York City has always been a place of opportunity, and it’s vital that we continue working to support and protect those who are most vulnerable and in need. I’m proud to join the Chinese-American Planning Council in ensuring our communities have the resources and support they need to thrive, especially as we confront growing challenges from the federal level,” said Council Member Mercedes Narcisse.

“Protection, care, and support. This is something that you deserve. Stand up and practice protection, support, and care. CPC does not deserve anything less and there is funding available to you…,” said Ebony Young, Deputy Borough President of Queens. 

“The AAPI community is too often forgotten. I’ve witnessed what appears to be increased targeting of our community and as an elected official representing so many AAPI immigrants, I will not stand for it,” said Councilmember Susan Zhuang. “I am proud to stand with the Chinese-American Planning Council as we push to increase the social safety net for our community.”

华策会第八届州府倡导日

 

纽约州，纽约市—全美最大的亚裔社会服务机构华人策划协会(CPC，简称华策会)22日在布鲁克林日落公园举办了第八届市府倡导日活动，呼吁为包括华策会在内的亚裔社区机构加大投资，并通过保护亚太裔社区、低收入以及移民社区立法政策；24日将与超过15位民选官员进行线上会议，届时华策会员工和社区成员将近一步讨论惠及华亚裔社区的政策议题。

 

当日近600名华策会员工和各项目社区成员聚集在州府参与了这场集会。与会者现场用中英西语讲述自己的移民及社区工作经历，不仅如此，还有华策会提供的各项社会服务宣导资源供社区民众参考。

 

  • 1. 投资750万美元用于亚太裔（AAPI）社区，以解决全州范围内亚太裔社区长期资金不足的问题。
  • 2. 普及免费、优质且便捷的儿童保育服务，让家庭能够在纽约安心工作与生活。
  • 3. 通过《就业保障法案》，加强对所有纽约工人的保护，提升就业稳定性

 

华策会首席执行官何永康(Wayne Ho)表示，从亚太裔社区长期遭受投资不足，到工薪家庭难以负担儿童保育，再到劳动者无故遭解雇且申诉无门——这些都不是孤立问题，而是需要立即应对的系统性不公。我们与盟友及民选合作伙伴团结一致，共同倡导：加大对亚太裔社区的实质性投资、普及优质儿童保育服务、并通过《就业保障法案》。这些关键举措将确保亚裔美国人、移民及低收入纽约客获得发展所需的资源、稳定性和机遇。

 

CPC每年通过50多个多元化项目，为来自全市51个市议会选区的超过80,000名纽约市民提供全方位服务，同时为这些社区的居民创造就业机会。这些服务包括紧急食品援助、幼儿教育、公共福利与失业支持、残障人士援助以及老年人项目——部分得益于市议会关键的可支配资金支持。

 

而这也是连续八年由华策会的政策与公共事务团队领导的倡导日，政策和公共事务长考文(Carlyn Cowen)表示，我们每年都在持续面对资金减少的困境，今天我们有超过600年社区成员和员工一起为亚太裔社区发出倡议——亚裔社区占纽约市人口的18%，移民则占到了全市人口的40%；这是一股非常强大力量，我们应该得到更好的投资，我们也会为这样一个更好的未来不断发声。

 

当日与华策会一同在市倡导日上发言的民选官员包括市议员阿维莱斯(Alexa Aviles)，副区长杨恩(Ebony Young)，市议员纪思庭(Justin Brannan)，市议员马茜（Mercedes Narcisse），市议员庄文怡(Susan Zhuang)，以及市公益维护人威廉姆斯(Jumaane Williams)办公室。

市议员马茜(Mercedes Narcisse)表示：作为一名初到美国时不会说英语的移民，我深切理解亚太裔移民群体每日面临的挑战。纽约市始终是机遇之地，我们必须持续努力支持并保护那些最脆弱、最需要帮助的人群。面对来自联邦层面日益严峻的挑战，我很荣幸能与华人策划协会携手，确保我们的社区获得繁荣发展所需的资源和支持。

 

副区长杨恩(Ebony Young)表示：“保护，照护，支持。这个每个人都应得的。今天我们聚在一起练习彼此保护、照护、支持；华策会应得到该有的资金支持。

 

市议员庄文怡(Susan Zhuang)表示：亚太裔社区常常被遗忘。我亲眼目睹了我们社区日益成为针对性目标的现象，作为代表众多亚太裔移民的民选官员，我绝不会坐视不理。能与华人策划协会并肩推动完善社区社会安全网，我深感自豪。
