A bold roadmap for community-led change in New York City
New York, NY - The Chinese-American Planning Council (CPC), the nation’s largest Asian American social service organization, is proud to announce the launch of its 2026–2031 Strategic Plan, Community Roots to Collective Impact. The new plan charts a bold path forward for CPC’s next chapter, evolving from a trusted direct service provider into a powerful catalyst for community-led systems change.
Grounded in CPC’s six decades of service and advocacy, the plan builds on the organization’s history as a grassroots movement founded in Manhattan’s Chinatown in 1965. It outlines how CPC will strengthen its infrastructure, amplify community voices, and expand culturally and linguistically responsive services that meet the evolving needs of immigrant and low-income New Yorkers.
“CPC was founded by community members who refused to be left behind,” said Wayne Ho, President & CEO. “This plan honors that legacy by ensuring CPC remains a trusted partner and a powerful advocate for the communities we serve. We are building on our roots to achieve collective impact across the city.”
At a time when immigrant and working families face growing challenges - from funding instability to heightened political rhetoric and social inequities - CPC’s strategic plan positions the organization to lead with both compassion and courage. Over the next five years, CPC will focus on four key goals:
- Meet Evolving Community Needs through program innovation and expansion: CPC will proactively innovate, scale, and integrate services to set the standard for holistic, community-based care.
- Amplify Policy Advocacy and Strengthen Alliances to advance equity and immigrant rights: CPC will be positioned as a go-to policy and program partner on community-driven solutions.
- Enhance Organizational Infrastructure to remain an employer of choice with a skilled, diverse workforce: CPC will invest in our workforce to remain an employer of choice with a skilled, diverse workforce that reflects the communities we empower.
- Strengthen Financial Stability through diversified, sustainable revenue streams: CPC will diversify our revenue to align financial strategy with mission-driven impact.
“Community Roots to Collective Impact is more than a strategic plan. It’s a commitment to building an equitable future for all New Yorkers,” said Chester P. Lee, Board Chair. “By combining direct services, advocacy, and community leadership, CPC is creating pathways for long-term systems change.”
The strategic plan was developed through a nine-month, participatory process that engaged CPC’s board, staff, community members, and external partners, ensuring that the voices of those closest to the work shaped the vision for CPC’s future. The plan underscores CPC’s enduring mission: to advance the social and economic progress of immigrant and low-income communities through services, resources, and advocacy, and to do so with integrity, inclusivity, and responsiveness.
